The Growth & Skills Levy
The UK government's move from the Apprenticeship Levy to the Growth & Skills Levy has fundamentally changed what employers can fund and how. If you're not across the changes, you're likely leaving money on the table — or worse, losing it entirely.
Unused levy funds now expire after just 12 months — reduced from 24. With employer payroll costs also rising, there has never been a more important time to ensure your levy is being spent strategically on training that delivers measurable return.
From April 2025, up to half of your levy funds can be directed to broader training — including short courses, skills bootcamps, and modular programmes — not just traditional apprenticeships.
Live from April 2025The minimum apprenticeship duration has been cut from 12 months to 8 months. Combined with removed English and maths exit requirements for those aged 19+, more of your workforce can now complete programmes.
Live from August 2025From January 2026, levy funding for Level 7 apprenticeships is restricted to those aged 16–21. Organisations previously using the levy for senior leadership development will need to review their strategy now.
Action required by Jan 2026From April 2026, the levy will fund short 'apprenticeship units' — courses lasting weeks rather than months — initially in AI, digital, and engineering. Planning ahead gives you first-mover advantage.
Coming April 2026The government now fully funds apprenticeship training for eligible under-25s at non-levy paying employers. If your payroll is under £3m, you may access significantly more funded training than you think.
From 2026/27Levy funds that aren't spent within 12 months are returned to government. With the window tightened, a clear training plan isn't optional — it's essential to protecting your investment.
